Türkiye Büyük Millet Meclisi’nde (TBMM) bütçe görüşmeleri bu hafta son bulacak. Plan ve Bütçe Komisyonu’nda, 2025 yılı bütçeleri ile ilgili görüşmeler yapılacak. 21 Kasım tarihinde Ulaştırma ve Altyapı Bakanlığı, 26 Kasım’da Milli Savunma Bakanlığı, 27 Kasım’da Aile ve Sosyal Hizmetler Bakanlığı, 28 Kasım’da Adalet Bakanlığı, 29 Kasım’da ise Cumhurbaşkanlığı’nın 2025 yılı bütçeleri üzerinde müzakereler gerçekleştirilecek. Bu süreç, yaklaşık bir ay süren bütçe tartışmalarını tamamlama fırsatı sunacak.
2025 Yılı Merkezi Yönetim Bütçe Kanunu Teklifi ve 2023 Yılı Merkezi Yönetim Kesin Hesap Kanunu Teklifi, 22 Ekim 2023 tarihinde TBMM’ye sunulmuş ve 30 Ekim 2023’te TBMM Plan ve Bütçe Komisyonu’nda teklifin geneli ile Sayıştay raporları üzerinde görüşmelere başlanmıştır. Öngörülen 2025 bütçe teklifi, Aralık ayında TBMM Genel Kurulu’na gelecek ve yasalaşmadan önce kabul edilmesi bekleniyor.
Genel Kurul’da torba kanun teklifi ele alınacak
This week at the TBMM General Assembly, a law proposal concerning the Village Law and various amendments is expected to be discussed. This comprehensive legal proposal includes provisions such as granting additional time to those who cannot build their houses or pay installments, promoting alternative energy sources, and removing VAT from land allocated by the Urban Transformation Directorate.
A key part of this proposal is the amendment to Article 18 of the Squatter Law, which follows a Constitutional Court ruling that annulled that article. The amendment will clarify which authorities are responsible for demolition decisions, the timeline for notifications, and how these demolitions should be carried out. This aims to provide a legal avenue for contesting administrative actions.

In the proposal, there is an emphasis on solving existing property issues more swiftly and accelerating transformation practices. It is suggested that land and parcel transfers made by the Urban Transformation Directorate should be exempt from value-added tax (VAT). Additionally, the proposal aims to establish a legal framework for the transfer of zoning rights based on plan regulations, facilitating the conversion of private property rights into public ownership.

In accordance with the Constitutional Court’s cancellation ruling, adjustments are proposed regarding the distribution of value increment shares. The proposal clarifies exemptions and discounts related to this share.
Additionally, criticism arose during committee discussions regarding the 11th article of the proposal, which allows solar and wind energy plants to be exempt from construction audits. This provision aims to expedite the construction process and allows these facilities to be overseen by specialized personnel.

A further provision allows the selection of construction inspection firms to be at the discretion of contractors, which could raise concerns about oversight and regulation in construction quality.
Moreover, the proposal addresses the responsibilities and powers of the Urban Transformation Directorate and the operations of the Turkish Environmental Agency, covering personnel employment, status, and financial rights.
